Changes to Pre-Removal Risk Assessments for Hong Kong

Certain individuals from Hong Kong can now apply for a pre-removal risk assessment (PRRA) if they received a final negative decision from the Immigration and Refugee Board or Federal Court, or a final PRRA decision from IRCC, between November 13th, 2019 and November 12th, 2020. The ordinary one-year waiting period for a PRRA does not apply to persons in this category. The Canada Border Services Agency will advise eligible individuals from Hong Kong of their PRRA eligibility before taking action to remove such individuals from Canada.
